Request for proposals: Professional trainings on planning and management of sustainable urban mobility in cities

By the present procurement procedure, the EIT KIC Urban Mobility S.L. hereby being referred to as “EIT UM”, is to identify a supplier capable of designing and delivering two face to face (F2F) learning paths that contain sets of three blended micro-courses that progressively build on the topic of planning and management of sustainable urban mobility in cities for Spanish speaking audience in Europe, and possibly beyond.

More specifically, EIT UM wants the provider to develop:

(a) one learning path with a set of three (3) progressive micro-courses on Mastering planning and management of sustainable urban mobility;

(b) a learning path with a set of three (3) progressive micro-courses on the complementary topic of Sustainable urbanism and mobility.

EIT UM recognizes that sustainable urban mobility planning goes beyond traditional transport planning, and it is to focus on the low carbon and efficient means of transport, a people-focused planning process, and consideration of multimodal mobility solutions that represent an opportunity for jobs and growth in the transport sector looking forward to achieving the targets of the EU Green Deal. (a) The objective of the first learning path is to build capacity among cities, civil society organisation, and technical staff from the private ecosystems to critically analyse and evaluate existing real-life mobility plans, projects, and activities in order to develop or effectively influence the instruments for creation of comprehensive strategies that promote sustainable transportation solutions and address the unique mobility needs of urban areas in Europe and beyond, such as development of Sustainable Urban Mobility Plans (Commission Recommendation (EU) 2023/550). (b) The objective of the second learning path is to dive deeper on the one set of processes and instruments for sustainable urbanism. The aim of this trainings is to build capacity among professionals to analyse, develop or/and implement sustainability and resilient principles to the design, planning, and operation of cities.

Course design and objectives

As per previous chapter, the EIT UM is accepting proposals for trainings arranged as two learning paths of 3 blended micro-courses that in progressive way build upon each other, which are mainly synchronous, held either online (entails collaboration, and interactivity), “on-site”, or in a blended format. Each learning path must show potential to be replicable/scalable to be one of the components within the EIT Urban Mobility Competence Hub’s Financial Sustainability strategy, therefore the proposal is to present a detailed business and financial sustainability plan covering the period from 2023 to 2024 (see details in 2.2.). 

Work package 1: Learning path on Mastering planning and management of sustainable urban mobility

The supplier will ensure the scope of this learning path is covered with three (3) blended micro-courses that in progressive way build upon each other, covering the advantages and disadvantages of various transportation systems and networks, including objectives and strategies necessary to achieve sustainable urban mobility, stakeholders involved, and real-world case studies of instruments such as SUMPs that are to inform the strategies or actions required for achieving the goals of the EU Green Deal. The supplier will ensure the participants in each course get to know European best practices and lessons learned. Within the scope of this request for proposals, the supplier will ensure that the courses are incorporating tailored instructor-led methodologies, experimental learning and case-studies.

Work package 2: Learning path on Sustainable urbanism and mobility

The supplier will ensure the scope of this learning path with three (3) blended micro-courses that in progressive way build upon each other, covering case studies of integration of sustainable transportation systems within the broader urban planning framework of designing cities and communities in a way that prioritizes environmentally friendly, socially inclusive, and economically viable mobility options. The supplier will ensure the participants will get to know European best practices and lessons learned in application of the concepts of 15-minute city, superblocks and tactical urbanism, and its interconnected nature of social, economic, and environmental factors within a specific geographical area. The supplier will ensure that the outcomes of the courses (on a progressive scale) will enable participants to have opportunities to develop capabilities to measure urban accessibility and utilise tools such as generated mobility assessment studies and urban planning regulations, used to evaluate and regulate the impact of new activities or land uses on mobility within an urban context. Within the scope of this request for proposals, the supplier will ensure that the courses are incorporating tailored instructor-led methodologies, experimental learning and case-studies.
