This mobility talk episode offers insights on pathways to transition to zero carbon mobility in European cities. Our panel gathers complementary perspectives from the private and public sectors: speakers from cities, metropolitan regions, the European Commission, and industry will reflect on their journey to reduce CO2 emissions from mobility.
Discussions will reflect on the trade-off between decarbonisation ambitions, the technical and financial capacity to deliver on them, and acceptability for citizens and businesses. During the event, we will also present the main insights of our last study on the costs and benefits of the urban mobility transition in Europe.

Matthew Baldwin, Deputy Director-General, DG MOVE, European Commission. Mr. Baldwin is a European Commission official: he is Deputy Director-General of DG MOVE where he has been since July 2016. Amongst his principal professional activities, he is Manager of the Commission’s Mission for 100 Climate Neutral Cities by 2030; he is the EU Coordinator for road safety and sustainable urban mobility; and he is also managing the Commission’s crisis network of COVID-19 transport contact points.
In his Commission career of more than 20 years, he has served in the cabinets of President Barroso, Commissioner Lamy, and Commissioner Hill, the last as Head of Cabinet. He has also been Director of Market Access and Industry in DG Trade and Director of Aviation in DG MOVE. He is of Italian and British nationality, has two sons, speaks English, French and Italian and lives in Brussels.
Willem van Heijningen, Strategist, Department Mobility and Public Space, Municipality of Amsterdam.Mr. van Heijningen is strategist at department of Mobility and Public Space at the City of Amsterdam. He is working on several transitions (energy, mobility, climate) in public space. His specialities are mobility hubs, logistics hubs, logistics, station/node development, area development, transit-oriented development. He is a connector of people, organizations and ideas in complex and strategic issues. He plays the role of an investigative facilitator just as much as a guiding leader. He brings parties to take joint responsibility for results.
Candace Saffery Neufeld, CEO & Founder of Bia. Candace Saffery Neufeld is Chief Executive Officer & Founder of Bia, a software company delivering cloud based solutions for optimised EV charging. Candace brings over 15 years of strategic business leadership in cleantech startups and scaleups in Europe and North America. She has held executive leadership and strategic growth roles throughout her career in residential solar, utility wind, grid operations and electric mobility.
Kalle Toivonen, Senior Advisor in the City of Helsinki’s Economic Development Division’s Innovations and New Experiments unit. His focus area on the unit is to lead digital testing platform development which includes especially use and uptake of new technologies such as AI, 5G or robotics. Part of these platforms is ie. Helsinki’s Jätkäsaari Mobility Lab that focuses on testing of new mobility solutions in real traffic environment. Currently, Kalle Toivonen is also in charge of increasing R&D project development between the city and larger companies. Acting as a deputy chair for EIT UM’s city club, Kalle Toivonen is promoting cities central and active role in urban mobility innovations and new service development.
