Dynamic speed limit compliance for optimised traffic management

Project summary

European cities are the object of severe problems related to high levels of congestion of road traffic. Current solutions for regulating traffic rely mostly on static speed limits defined by national and European regulations. However, this model fails to adapt to unforeseen circumstances such as adverse weather conditions, high levels of air pollution, or mass events. That is, one static speed limit may be too high or too low depending on the circumstances. The solution is to provide city traffic managers with the means to set and ensure compliance with dynamic speed limits according to the current and foreseen situation. Intelligent Speed Assistance (ISA) systems provide a starting point to achieve such compliance. CELESTE will analyse the current synergies between dynamic speed limits and ISA and define solutions covering the entire traffic management value chain.  

The mission of the CELESTE project relies on delivering a single PaaS capable of ingesting calculus and the distribution of dynamic speed limits in the whole traffic management value chain: dedicated software (TMC), in variable message signals (VMS), compatible with vehicles’ communication systems and finally, with NAVApps.

Context

CELESTE aims to address excessive vehicle speed limits and improve driver compliance within cities to increase citizen safety and reduce pollution.

Expected outcome

CELESTE will develop a speed limit enforcement system and recommended advisory solutions to ensure real-time regulatory compliance.
