Request for proposals: Joint EIT Urban Mobility, Transport for London, Greater London Authority, Study on Non-exhaust Emissions (NEE) in road transport

This project is a joint collaboration between EIT Urban Mobility, Transport for London (TfL), and the Greater London Authority (GLA). The RfP procedure is managed by EIT UM, and the resulting contract is to be between the tenderer and EIT UM.

The focal point of this study should be in an urban/ city environment with a focus on London and comparable European cities. The research should mainly consist in a modelling of technical and policy interventions that can reduce Non-exhaust Emissions (NEEs) at source and/or capture these emissions. An overview of the relevant regulation, as well as an analysis of the state of the art literature on NEE and their health effects are also expected. The study should lay out specific recommendations for decision-makers.

The main topics that should be researched are listed below:

• Breakdown of Non-Exhaust Emissions (NEE) by source, and Factors impacting the different sources of NEE
• Chemical composition of NEE and their health effects
• Regulatory framework(s) relevant to NEE
• Modelling of relevant technical and policy interventions to address NEE
