Request for proposals Strategy and operating model consultancy support

By the present procurement procedure, EIT KIC Urban Mobility S.L. hereby being referred to as “EIT UM” or the “Company” is aiming to identify a provider, hereinafter referred to as “the Contractor” or “Tenderer”, to deliver an analysis on the different needs, a comprehensive recommendation on the partnership model and strategy to grow community and implement a value proposition for partners aligned with all the departments in EIT Urban Mobility.

In 2023, EIT Urban Mobility has entered its fourth year and has grown across multiple European markets. The operating model of the organisation is a matrix, with functional disciplines and support functional supporting the local teams of the five geographical markets, henceforth called Innovation Hubs, in Amsterdam, Barcelona, Copenhagen, Munich, and Prague. In the coming years, the organisation has the aims to accelerate its progress from a fully funded entity to becoming financially sustainable through the development of a cohesive and strong value proposition for partners in urban mobility projects across Europe.

Currently, the partnership growth is not accelerating at the rate envisioned by EIT Urban Mobility´s Management Team. The existing value proposition and changes in the Thematic Areas´ (TA) approach to calls has not been able to captivate larger organisations to join the network, causing in mostly smaller companies becoming partners. Also, the voice of the partners is understood differently across different departments in the organisation, causing in a misalignment affecting the quality of services offered to partners.

The Ecosystem & Stakeholders department (E&S) needs to increase the partner numbers more quickly and attract larger organisations to its network through a review of the overall strategy, the strategy of each Innovation Hub (IH) for key countries, and the value proposition for its partners. Therefore, the E&S department wants to include a consultancy service in facilitating a workshop with the E&S team in October to co-develop the partner strategy, value proposition, and operating model and align this across the organisation with the Management Team at the end of the year.
